There is ZIP -- Zope Internationalization Project.
 
So far internationalization/localization acquired 3 meanings.
Most posters seems rightest except Brian Hooper (of Digital Garage, Tokyo, JAPAN). I guess him a Leftist (and most of quiet CJK people may be leftists. I saw some Chineses' postings in Zope main list).
 
As for your question, I was working but not right now. I experimented did during last winter with Zope 1.9, and my findings are
From my experience, one full person-week is enough to internationalize/localize Zope source tree's *.py & *.dtml files along the leftist approach.
 
The main difficulty was and is that Zope is so vast and so quickly evolving to keep a localized version upto date.
 
There are some more fine details & issues I might be able to share if anyone needs them. Anyway ZinK (= Zope in Korean) will see the light before the end of coming winter(I'm writng my disseration in this year and its history. I envy an guy in ZDP who did his graduate work with Zope) unless DC poeple muliply Zope code base several times.
