Ah, sorry. That's a side-effect of disabling the persistent product installation by default. If you add "enable-product-installation on" to your zope.conf, the help system should come back. I'll add that information to the change log.

I consider the help system definitely deprecated and it will go away for good at some point. It's not been updated in ages. If there's any useful information in there at all, we should move it to http://docs.zope.org/zope2/.
We should be migrating anything useful into Sphinx form in the 'docs' subdirectory of the Zope2 tree, or the broken-out projects. We can populate docs.zope.org from those sources.
