The PlugIns product is separate from the ZPatterns/DataSkins product. ZPatterns requires that PlugIns be installed, though. There's some experimental support for having Dataskins as plug-ins. Generally, you create "glue" using SkinScript in both the Customizers and Specialists.

That's up to you. The best way to develop with ZPatterns is first to think clearly about the problem domain you want to work in.
