The fastCGI plugin for IIS is unfortunately not open source. FastCGI bought it and you now have to pay for it. I am but a lowly webmaster. We don't use fastcgi or IIS for zope.org, and so I haven't an idea on what it should be. Please consider contacting the zope developer's list ( zope-dev@zope.org ) for more information.
