Including that file in zcml solved the issue. <include package="zope.app.security" file="_protections.zcml" /> Apart from the PersistentList and PersistentDict I see many other BTree related allow attributes configurations. I guess these configurations are not available in any other place and including this '_protections.zcml' is safe. Thanks for the tip.
