The idea of a non-DTML-parsed document is a good one, but I don't like this talk of "hacking" or "removing" DTML documents, methods, etc. You will never get acceptance for that. Just offer the new product type and make sure it can be used everywhere DTML Documents can be used, probably by subclassing it. It would be a nice idea for the MIME type to be settable as a predefined property. You should also make sure that these "Non-DTML Documents" can be pulled into DTML Methods and Documents via <dtml-var> or the equivalent. It would be useful to allow users to edit snippets for inclusion in larger DTML assemblies.
