The incorporation of TALES expressions into DTML is no longer a Proposal. It is now a Project, located at: http://dev.zope.org/Wikis/DevSite/Projects/DTMLplusTALES There is a draft of the documentation changes for the Zope Book in the Wiki, which should give a pretty good idea of the Project's effects.
