Nailed elusive bug with promoting pending issues to accepted when
"assign" adds supporters.  Had to explicitly preserve the value of
assigned_to across the transition by assigning it's own value to
itself!  I think the need to do this is slightly awry.

Anyway, this workflow does what's intended, for starters.  Nifty.
