Added 'request' transition to 'Pending' state.

This it troubling, but after futzing with the issue portal_type and
other things (something else i had done was keeping the portal_type
from sticking), the workflow was suddenly starting in the 'Pending'
state rather than 'New'.  Everything else was working - but the
initial request needed to be valid in the 'Pending' state now.

I'm not entirely comfortable with not pinpointing the cause of the
change, but it does seem to be working now.
