[ZF] Invitations of Committer members

Jim,

I propose to invite Dieter Maurer as committer member. His contributions to 
Zope and the community are know...nothing much to add. He showed interest 
to contribute directly to Zope under the terms of the new contributor 
agreement. I would be nice to have him in the foundation from the beginning.
