[ZF] Subversion mirror

Hi,

I've noticed quite a few outages of the subversion server in the last
weeks. I'd like to propose to host a read-only mirror server as a
fallback when the primary server is down.

Subversion 1.4 supports this kind of replication as a built-in feature. 

I'm currently checking with the DZUG whether we can provide a fallback
repository on our server in Germany.
