Hey Benji,

Thanks for this suggestion (the downloadable versions.cfg). I was
thinking in the same direction after Jim briefly mentioned this
possibility.

For the Grok 0.10 release earlier this week I went with hardcoding it
in setup.py (where necessary) to make sure it at least worked on
Windows. This worked but indeed wasn't ideal. I only hit on the
concept of a downloadable versions.cfg later on. We will definitely be
experimenting with this.
