That's a good point, however Jan Ulrich's exception is talking about  
'ascii' codec. When I save a file in latin-1 and use the utf-8  
header, I get:

UnicodeDecodeError: 'utf8' codec can't decode byte 0xe4 in position  
0: unexpected end of data
