I think they should be assigned to people so that they can decide
whether to fix or not fix the bug for the 1.0 release (or to reject
the report all together).

The problem then of course is, who to assign the bugs too?

I volunteer to be assigned to a one third of the bugs in your list, as
an invitation to two other persons to also volunteer to be assigned.
Once assigned we can review the bug reports, fix legitimate bugs,
reject reports or discuss the matter on the mailinglist.

Would this be a workable aproach?
