I always find things like this tricky, so what I say might not apply,
but my RewriteRule always repeats the "pets" part twice, like:

http://localhost:6571/pets/++vh++http:fcpetsitting.com:80/pets/++$1 [P,L]

See the extra "pets" at the end, before the /++ ?  Try that.
