Hi there,

An additional broken behavior appears to be that if you re-run buildout 
after changing something (at least in the [buildout] section), it wants 
to download the egg basket *again*, and then fails again and then *does* 
seem to continue running the actual buildout.

It looks like there's some complexity going on here that makes the 
system more fragile.. We need to take steps to make the system a lot 
more reliable..
