You got a go. :) Could you describe (for CHANGES.txt, maybe 
doc/upgrade.txt) why these changes were made and what people should expect?

I think the whole i18n toolchain is currently underdocumented in 
general, right? Documentation would be just great, then I will know what 
it is about exactly. :)
