[Grok-dev] Is HTML the only editor for tutorials?

Is the problem with a new tutorial?
I can still pick the Text Format - "reStructured Text" in the dropdown list when editing an existing tutorial.

(It still always defaults to "Plain Text", so you have to pick it each time.  I tend to use the "Edit with external application" option, for convenience and the fact I don't have to make that selection with each edit.)

I am not sure what else to suggest.  I haven't come across this problem.
