Could one add hidden notes to tutorials and howtos?

   Maybe in the tab properties. Purpose would be to move editing  
comments from Launchpad to Plone.

Could one give any registered person full access to the community docs  
off the bat?

   The purpose would be to reduce the effort to get started helping  
with the docs.

Could edits to published content in howtos and tutorials be mailed to  
grok-doc?

   The purpose would be to make acitivity more visible. Something like  
"xyz has updated xxx at http://xx.xx/dfdf/DF"
