I've extracted some of the functionality into a new package 
zope.applicationcontrol, which is now also mentioned in ztk.cfg
(see zopetoolkit in the zope SVN). I've also included a compatible 
zope.app.applicationcontrol for backwards compatibility in zopeapp.cfg.

Try moving grokui.admin over to use zope.applicationcontrol. It's 
possible that some code can still not be ported over as it might depend 
on something directly in zope.app.applicationcontrol's "browser" 
directory (view code). If so, let me know about this and I'll see 
whether I can extract that as well somehow.
