[Grok-dev] Grokui and the security notifier

Well, it's keeping the package for database events to register a new
persistent utility.
I'll clean up what I can, then.

We could simply trigger the security utility to be created when we
enable the security messages
so, it's never created if you don't use it and it removes the event
and the dependency
