[Gsoc] bad news on the Zope Foundation slot count

I recommend that to everyone reads it before complaining. Please realize
that the allocation is not final at the moment, and that they promise to
adjust it in the next step based on whatever the number is filled in the
'Desired Slots' by the mentoring organization administrator.
