[Zconfig] ZConfig 2.3.1 released

I've just released ZConfig 2.3.1.  This is a very minor change beyond what's 
in the 2.3 release.  This makes a few classes easier to subclass if you want 
to use a case-sensitive configuration language.

No bugs were fixed in this release.

ZConfig 2.3.1 is currently being used for the Zope 3 and ZODB trunks, and is 
also used by the zpkg packaging tool (which drove the need for this release).
