Right. 

Here's what I'm thinking - "ZBook Table of Contents updated, ready for
feedback - by ZDP" - on the zope.org front page in lights. Lots of
eyeballs. Get ZDP projects, like zbook, into that virtuous feedback
loop. 

Another possiblity: use a "ZDP" member for announcements and have the
member page redirect or link to the zdp site..
