For example, with Page Templates, you can have a site that has a
standard look and feel. No matter what the "content" of a page,
it will have a standard header, side-bar, footer, and/or other
page elements. This is a very common requirement for web sites.

You can do that also in DTML.
But a DTML document is not valid HTML (<dtml-var standard_html_header>),
whereas a PT is.
