A comment to the paragraph below was recently added via http://zope.org/Documentation/Books/ZopeBook/2_6Edition/ZPT.stx#2-20

If you set the content-type to 'text/html' then Zope parses your
template using HTML compatiblity mode which allows HTML's "loose"
markup. In this mode, it's possible to enter "non-well-formed"
HTML into a Page Template. However, if you set your content-type
to something other than 'text/html' then Zope assumes that your
template is well formed XML. Zope also requires an explicit TAL
and METAL XML namespace declarations in order to emit XML. For
example, if you wish to emit XHTML, you might put your namespace
declarations on the 'html' tag::
