I don't see why this would happen.  Non-branch tags always point to
existing revisions AFAIK, and moving the branch didn't remove any
branches.  The old branches are still there (insofar as they were
materialized) but no longer tagged.

Which tags are you talking about?  I just tried this:

  cvs update -r ZODB3-3-1b1

assuming this is the release tag for the 3.1b1 release, and this
worked fine (deleting all files that were added since the b1 release).

Maybe, if you can explain to me what you tried, what happened, and
what you expected to happen.
