The information is in the PUBLICATION.cfg file, now in the 
ZODB/releases/ZODB3/ directory.  I've updated it based on your comments, with 
the exception of adding in the Download-URL field.

Somewhere along the line, I read that the Download-URL field is supposed to be 
version specific and that the recommended values for the License field were 
the short names for licenses that were "well known."  I don't recall where I 
read that; the official distutils docs are incredibly spare.  I'll dig around 
and see if I can figure out what the right thing is and make sure the docs 
are improved on this point.
