[ZODB-Dev] Merge request: repozo cleaning up old files

Jim,

I would like to see this branch merged into a release of ZODB:

  $ZSVN/ZODB/branches/tseaver-lp143158-feature/

The branch fixes the tests for repozo to make them true unit tests, as
well as adding a long-missing feature (optionally cleaning out old
backup sets when making a new full backup).

Ideally, I would prefer that it go into a new 3.9.x release, since 3.9.x
is the version most people are still using in production.  If the risk
seems too high (I think any risk here is very negligible), then I would
at least like to see it in a 3.10.x release.
