[Zope-Annce] new version of Local File System product

I've posted a new version of the Local File System product, version 0.1.5.
This is still a development release. It fixes multiple problems related to
permissions in the local file system (as opposed to Zope permissions). Many
thanks to Greg Ward for all his help.
