Log Message:
Changed superuser to "emergency user".  Made User.py look for a file
called "inituser" which is used to populate the root user folder.  Removed
the requirement that an "access" file exists, which necessitated disabling
of the monitor server by default.  Expanded zpasswd so it can also write
inituser.
