Why not just tell the user to author the content there, or customize the
creation to automatically have it placed there?

As for the Nazi propaganda, there are permissions and there is a review
policy.  If you think these two don't provide enough control, suggest
something else, but I certainly think these cover it.

It's true that Zope and the PTK are about safely delegating control. 
But still, there is NOTHING that I can see that prevents a different,
centralized model.  If the policy is, "Nobody is trusted", then
implement that policy.  Just require that everything be reviewed and
disallow authoring in member folders.

I'm going to stop on this thread.  As far as I can tell, everything you
want is anticipated by the PTK.  If not, then we'll need to add it.
