If you are running, or have access to, Windows, you can use WinCVS
(http://www.wincvs.org/). It supports HTTP proxies for tunnelling CVS
connections.
As WinCVS is open source, you can lift the changes made to the core CVS
implementation over to another cvs source tree, adding the proxy
functionality to that cvs version. I've done this successfully in the
past. Unfortunately, I no longer have access to the patches I generated.
