Yep, I got that one and contacted Mike.  (I'm on the road so I can't
really file Tracker reports.  The Tracker is at
http://www.zope.org/Products/PTK/Tracker/).

By default they don't have permission to do so.  They change it to
Reviewer and then Reviewer changes it to Published.

You can obviously change things to do what you want.
