[Zope-PTK] Residual problem in PTK workflow

This problem is present in the 0.7 release too:

Reviewers are provided with a "Pending Review (N)"
link - but no obvious means to then change the status
of an item. They need to see a "Set Status" link having
selected any one of the items "Pending Review" I think.
