[Zope-PTK] ZWiki summary of Wizard goals and requirements discussion

I've put up a summary of the discussion on wizards up in the PTK ZWiki,
focused on goals and requirements.  I read through again all the wizard
related email on the zope-ptk list, and tried to include all points while
removing duplicatation.  Take a look, and update!

I mostly stayed away from implementation issues.  But just in case, I put
