* Resolve ugly acquisition-wrapper-comparison bug when cataloguing
  effective/expires dates (DateBound comparisons were failing because
  wrapped objects don't use underlying __com__).  We can go back to
  using DateBound only when the fix to Acquisition lands;  instead,
  we are using "magic values":  1000/01/01 for "always effectvie",
  and 9999/01/01 for "never expires".
