Changes to the Portal Image object:

- the edit screen no longer lets the user set the content type
- the content type is now correctly applied as the dublin core "Format" attribute
- applied a fix previously done for Portal File where if you do not give a file to be uploaded on the edit screen and hit "change" it will no longer replace the image content with an empty string.
