I'm afraid I don't grasp your problem well enough to do more
than guess at an answer.  For instance, you can store "News Items"
in any folder hierarchy you like;  a catalog query can filter them
based on their metadata without regard to their physical locations.

Have a look at the 'news_box' method (in 'portal_skins/generic')
to see how such a catalog query is constructed, and the results
displayed.
