as far as i have grasped it at least one reason for the cookie is the fact
that the portal_skin variable was made to be overridable on a
per-REQUEST-basis. Cookie values appear in REQUEST automatically. Overriding
them can then be done in DTML or even as a query string, like
http://my_url/my_doc?portal_skin=MyFunkySkin.
