Hmm, I'm not sure what you mean:  any topic (top-level or not) "fires" 
(i.e.,
runs its catalog query) whenever its 'topic_view' method runs.  What 
behavior
are you expecting or wanting that they don't have?  If a topic is marked 
not to
execute its query, then what is its purpose in life?
