How do you do it so that it's both

 * easier than starting a new account with portal B?

 * secure? What stops someone from going to portal B and impersonating
   a member of portal A, using their money at portal A to access
   resources at portal B?

Also, am I correct that you are proposing a system that doesn't depend
on Zope? i.e. might work on a variety of portal servers?
