Hello Sushant,

I am cc'ing the list, as that's the best way to get help with problems.  

In answer to your question, from a default site (no modifications) you
should be able to login to the site, click 'My Stuff', and add a News Item.
Then publish the News Item, and it will show up on the home page underneath
'News'.  You must have reviewer or manager permissions to publish.

method.
