Something like this would do::

   <dtml-tree branches_expr="contentValues( 'Portal Folder' )">
    <a href="&dtml-absolute_url;"><dtml-var getId></a>
   </dtml-tree>

Or, if you are using ZPT, check out the ZTUtils.Tree module.
