You don't want a "membership tool", you just need a "user folder".
The stock CMFDefault.MembershipTool is "authentication agnostic";
it uses whatever 'acl_users' it finds to do authentication, and then
wraps "membership" around the authenticated user.

There are a couple of user folder implementations which could serve
here, available on zope.org.

I don't think NTML speaks LDAP;  the Active Directory Server does,
but in a yucky "embrace and extend" way.  I don't have any experience
with ADS, however.
