This should definitely be part of the API.  It's simple enough to do:

This is implemented in the MembershipTool:

    security.declareProtected('Manage portal members', 'delMembers')
    def delMembers(self, names):
        'delete a list of users'
        acl_users = self.acl_users
        if hasattr(acl_users, '_delUsers'):
            acl_users._delUsers(names)

You just need to give Manager and Owner the 'Manage portal members'
permission.
