[Zope-CMF] Cannot Install Plone CVS on Zope 2.6a1

When I attempt to install a Plone site (1.0 alpha 2 or CVS) on Zope
2.6a1 (CMF 1.3) I get:

The action against the frontpage_template object could not be carried
out. One of the following constraints caused the problem: 

The object does not support this operation.

-- OR --

The currently logged-in user does not have the Copy or Move permission
respective to the object.
----- end error message -----

What am I missing?  The same Plone installs w/o hitch on 2.5.1, also
using CMF 1.3. Thanks!
