The "real" changelog is in CHANGES.txt;  all significant (behavior
modifying, pace Skinner) changes are supposed to update it.  I'd be glad
to get help digesting this swath of changes FBO site managers;  to start
with, peruse that file, and then perhaps contribute an 'UPGRADE.txt'
digest?
