[Zope-CMF] i18n for CMF And Plone, backporting i18n to Zope 2.x

Er, no, I don't.  What I had on a branch is now part of Zope 3.  But
it looks like we'll be getting the I18N support back-ported to Zope 2
in the next week or so, modulo any vacation plans for us U.S. types.
