[Zope-CMF] Problem installing CMFPlone for Windows

Maybe because I garbled the thought...  Let me try again:

1.  Plone is an extension of CMF.    
2.  CMF needs to be installed for Plone to function.  (True/False)
3.  To create a Plone site do you:
	1) create a CMF Site
	2) install Plone into it
    or
	1) create a Plone Site

Sorry if this is a terminally dumb question, BTW--too many long hours lately.
